Ventspils State City Municipality has announced a competition for the renovation or reconstruction of buildings with the aim of creating rental apartments in Ventspils.
Project submission deadline: from 16 February 2026 to 15 August 2026 (inclusive).
Subject of the competition: Co-financing for the renovation or reconstruction of buildings in order to create rental apartments within the administrative territory of Ventspils.
Co-financing: Up to EUR 300,000 will be granted to the winner of the competition for the implementation of the supported project.

​The maximum allowable co-financing is no more than EUR 510 per square metre of the apartment co-financed by Ventspils State City Municipality.
The amount must not exceed the maximum de minimis aid specified in Article 3(2) of Commission Regulation (EU) No 2023/2831 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid.
Main conditions for receiving co-financing
The building must be located within the administrative territory of Ventspils.
The real estate must not be encumbered by lease, rental or other agreements granting rights to third parties.
The Land Register must not contain any enforcement mark or other encumbrances that could hinder the implementation of the project.
There must be no outstanding real estate tax debt.
The number of apartments co-financed by Ventspils State City Municipality must be at least four.
The size of the apartments co-financed by the municipality must fall within the following limits:
1-room apartment: maximum area 40 m²
2-room apartment: maximum area 55 m²
3-room apartment: maximum area 75 m²
4-room apartment: maximum area 90 m²
Applicant qualification requirements
Any natural or legal person engaged in economic activity, regardless of ownership form or type of activity, who is the owner of the building.
No legal protection proceedings have been initiated, no legal protection process is underway, and the applicant has not been declared insolvent.
The applicant has no tax debts, including mandatory state social insurance contributions, exceeding EUR 150 in total.

Project application including:
The economic section of the construction project, in accordance with the Building Regulations for Buildings;
Construction works schedule, by quarters and types of works to be carried out;
Financing plan;
Summary of the project budget;
CVs of the applicant’s responsible official and the project manager.
