Across the world, and particularly within the European Union, there is a transition from fossil fuels to a green economy. Ventspils is well-positioned to provide exceptional opportunities for green energy investors looking to establish new solar power plant and facilities for green ammonia, e-methanol, synthetic fuels, and green hydrogen production.

THE NECESSARY CONDITIONS AND BUSINESS CLUSTERS ARE BEING DEVELOPED AND SUPPORTED IN THE NEWLY ESTABLISHED VENTSPILS INDUSTRIAL PARK:
  • For green ammonia production, green hydrogen and nitrogen - will be provided.
  • For e-methanol and synthetic fuel production, green hydrogen and biogenic CO2 gas -  will be supplied.
  • For green hydrogen production, purified water and green electricity - will be ensured.
  • Support for green electricity generation will be provided through solar parks in Ventspils and wind power stations in the vicinity of Ventspils, ensuring the necessary land and infrastructure investments.
VENTSPILS CITY POSSESSES SEVERAL ADVANTAGES FOR TRANSITIONING TO A GREEN ECONOMY IN BOTH ITS PORT AND MANUFACTURING SECTORS. AMONG THE KEY ADVANTAGES FOR ATTRACTING SUCH INVESTMENTS IN VENTSPILS ARE:
  • High wind energy density near Ventspils, with wind energy potential of 500-1000 W/m2 at 200 meters above sea level in the Kurzeme region and 950-1100 W/m2 at sea near Ventspils.
  • Solar energy potential in Ventspils exceeds 1095 kWh/kWp annually, ranking among the best in Latvia.
  • Opportunities for CO2 gas storage in geological structures (local uplifts) in the Kurzeme region.
  • Large-scale investment projects in solar and wind power stations near Ventspils, including future onshore and offshore wind parks, with planned total investments reaching billions of euros.
  • Possibilities for connecting to the AS "Augstsprieguma tīkls" transmission system.
  • Skilled workforce prepared by Ventspils Technical College, Ventspils University, and RTU Ventspils Study and Science Center.
  • Export opportunities for green ammonia and fuels from Ventspils port, with existing terminal facilities for ammonia and fuel storage and handling. Future services for hydrogen and CO2 gas import, export, and storage are planned for Ventspils port.
  • Cost-effectiveness:
  1. Biogenic CO2 supply due to the port
  2. Labor costs 2-4 times lower than in Northern and Western Europe
  3. Up to 80% tax incentives in the Special Economic Zone (SEZ)
  4. Construction costs 12% lower than the EU average
  5. Cost-effective conversion of oil and oil product pipelines to hydrogen and/or CO2 gas transport, which is over 5 times cheaper than building new pipelines (average costs being 0.4 M€/km and 2.2 M€/km)
  • Ventspils has always boasted well-developed public infrastructure, connections, and quality production facilities for investors at attractive rental rates.

DESCRIPTION OF VENTSPILS INDUSTRIAL PARK'S INDUSTRIAL ZONES
The development of Ventspils Industrial Park, covering approximately 525 hectares, is divided into several zones. The most significant development zones include high-tech manufacturing, green technology manufacturing, and green energy zones, including solar park areas. Supporting areas within Ventspils Industrial Park include service and infrastructure company zones, as well as a recreational zone.
HIGH-TECH MANUFACTURING ZONE
Spans approximately 28 hectares, with 13 hectares already occupied by modern industrial buildings equipped with all necessary engineering communications for industrial production. The area is connected to multiple optical data networks and power supply connections, ensuring the required connection capacity and safety for business operations. Vacant areas within this zone will be leased to manufacturers of electronic components and equipment.
GREEN TECHNOLOGY MANUFACTURING ZONE
Covers around 45 hectares. Planned investments include the development of infrastructure (roads, access roads, water supply, sewage, and heating) as well as manufacturing facilities, adjacent territories, and parking lots. The area and new buildings will be leased to manufacturing companies in the following sectors:
  • Solar and wind energy technology manufacturers
  • Energy storage technology manufacturers
  • Battery systems and components manufacturers
  • Hydrogen generation equipment manufacturers
  • Electric transportation manufacturers
GREEN ENERGY ZONE
Spanning approximately 393 hectares, includes solar parks. Multiple land plots with a total area of approximately 300 hectares are designated for solar park development. In 2022, Ventspils Freeport Authority signed agreements with solar park developers for the lease of 40 hectares of land. Additionally, around 150 hectares within the industrial park are reserved for leasing to new solar park investors. The remaining area is owned by private landowners. In the green energy zone, alongside solar parks, plans include the establishment of green hydrogen, e-methanol, green ammonia, and synthetic fuel production facilities.
SERVICE AND INFRASTRUCTURE COMPANY ZONE
Covering approximately 37 hectares, is intended for the development and provision of service infrastructure. This zone will host logistics centers, fueling stations, retail stores, and dining options.

To enhance the environmental appeal of Ventspils Industrial Park in accordance with modern urban planning principles, a Recreational Zone covering approximately 22 hectares is planned. Part of this zone already exists and is intended for the development of green areas for leisure activities.
